Reynolds, Smith & Hills, Inc.
P.A.R.A.R.A. is currently under contract to Reynolds, Smith & Hills, Inc. to provide professional right of way management services for the FDOT Public Private Partnership and Engineering Support Consultant contract (P.P.P.), involving the turnkey construction and operations by private enterprise of numerous toll roads proposed within the State of Florida. P.A.R.A.R.A.’s role in this contract will involve management and oversight of contracting, title research, right of way cost estimates, appraisal, appraisal review, negotiations, closings, suit preparation and litigation support, property management, relocation assistance and outdoor advertising. Polk County Engineering Division P.A.R.A.R.A. is under contract to Polk County Engineering for project management, right of way cost estimates, appraisal and appraisal review, negotiations, title updates, relocation assistance, closing services and suit preparation in support of multiple road improvement projects throughout the county. Current assignments include the Thompson Nursery Road, Lakeland Highlands and Berkley Road improvement projects. CRA Support – City of Daytona Beach Responsibilities include project management, appraisal, title commitments, negotiations, closing services and title insurance for the Community Redevelopment voluntary acquisition program. Projects involve numerous vacant and improved residential and commercial parcels. To date P.A.R.A.R.A. has acquired and closed numerous parcels for the Midtown Redevelopment and the City of Daytona Beach Police Departments. City of Plant City, Florida Currently under contract to provide negotiation services, securing of mortgage subordinations and closings for city roadway, drainage and sidewalk improvement projects. All projects have involved securing donations of right of way/real estate from property owners to the City of Plant City. This contract is on-going and will involve a number of additional assignments. English Oaks Phase III - Sewer Line Force Main This project involves construction of a sanitary sewer pipeline for approximately 10 miles within the City of Lakeland, Florida. P.A.R.A.R.A. has been tasked with the acquisition of 35 permanent and temporary construction easements for the project. To date, 30 easements have been acquired, of which 20 easements were donated to the City. The donated easements have resulted in significant savings to the City of Lakeland. This highly successful project is on schedule and is significantly under budget. Progress Energy Florida, Inc. This project involved the rebuilding and replacement, with modern steel monopoles, of an existing 230kV H-frame transmission line. The length of the project was approximately 10 miles and required the acquisition of new easements, partial releases/amendments and restatements of existing easements and citrus tree removal amendments. P.A.R.A.R.A. was assigned 65 parcels to acquire for the project. Many of the existing easements were 80 year old blanket easements with undefined right-of-way widths and lacking sufficient rights necessary for Progress Energy to upgrade the existing transmission line facilities. In addition, there were gaps in the linear right-of-way where no easements existed, thereby necessitating the acquisition of new easements. There were also areas where existing easements required amendments to facilitate the removal of citrus trees for construction. P.A.R.A.R.A. was tasked with the review of title information, legal descriptions, tie plats and plan metrics. The firm was also responsible for preparation of conveyance documents and the agents’ and office files. This project was very successful. A significant majority of the easements were acquired. P.A.R.A.R.A. secured owner execution of a number of the easements for no consideration. The remaining easements were acquired well below the dollar cap of the negotiating range authorized by the client. The savings to the client were significant. The project was completed on schedule in August 2008. Progress Energy Florida, Inc. P.A.R.A.R.A. was also responsible for preparation of conveyance documents and the agents’ buyers’ kits. This project was highly successful. The majority of the easements were acquired. A large number of the easements were secured for no consideration. The remaining easements were acquired well within the dollar range authorized by the client. The savings to the client were significant. As a result of the right-of-way negotiations success, the client requested assistance in negotiating the remaining parcels under a staffing contract. The project was completed within the revised schedule. City Of West Melbourne This project involved the construction of a water re-use pipeline for approximately 4 miles within the City of West Melbourne, Florida. P.A.R.A.R.A. was tasked with acquiring 21 permanent and temporary construction easements for the project. All 21 of the easements were successfully acquired. P.A.R.A.R.A.’s agents secured twenty of the easements by donation from their owners. This highly successful project resulted in significant savings in acquisition costs to the City. In addition to the cost savings, the City of West Melbourne avoided the potentially negative public relations often associated with an agency’s exercise of its eminent domain authority. The project was completed on time. Skyview Utilities Replacement - Sewer Line Force Main This project involved the construction of a sanitary sewer pipeline for approximately 3 miles within the City of Lakeland, Florida. P.A.R.A.R.A. was tasked with acquiring 196 permanent easements. The firm acquired 193 of the easements. Of these, our staff secured 180 by owner-donation to Polk County. Ten of the remaining easements were acquired for nominal consideration and three required condemnation proceedings. This highly successful project was completed on time and resulted in significant cost savings to Polk County. S.R. 20, Hawthorne – FDOT District 2 P.A.R.A.R.A. provided project management services, real estate negotiations, relocation assistance, property management, closings and eminent domain services to our client, Florida Department of Transportation District 2. The project required the acquisition of 212 fee parcels, permanent drainage easements, temporary construction easements and outdoor advertising signs; the relocation of 19 displacees and property management for 23 properties. Our services included the preparation of Agent Price Estimates, which are estimates of value for acquisition determined by P.A.R.A.R.A. staff. APE’s are based on a range of value appraisal grid provided by the client as an alternative to obtaining full condemnation appraisals. We successfully negotiated for 178 of the parcels and placed 34 parcels in suit. Of the 34 parcels placed in suit, 20 were a result of title issues that prohibited closings. We also successfully completed 19 relocations and property management of 23 parcels. Duff Road, Lakeland – Polk County Utility Division This project required the acquisition of utility easements from 30 individual property owners for the underground installation of water, sewer and reclaimed water lines. Our client provided appraisals and ownership and encumbrance reports. All other services including document preparation, appraisal review, title updates and closings were completed in-house. We were 100% successful in acquiring all parcels on time and within budget. Marcum Road, Lakeland – Polk County Engineering Division P.A.R.A.R.A. Services, Inc. was responsible for project management, negotiations, document preparation, suit preparation and closing services for the 81 assigned parcels on this project. We were successful in acquiring 72 of the parcels, which included license agreements and temporary construction easements. We were able to complete this project on time and within budget and were highly commended by the Polk County Public Works Director for our performance. C.R. 46A, Phase III, Sanford – Seminole County Acquisition services we performed for this project included project management, appraisal review, pre-negotiations, negotiations, closing assistance and suit preparation. At the request of our client, we made preliminary contacts with each property owner affected by the project. The purpose of these contacts was to deliver copies of real estate appraisals, right of way maps and construction plans, to answer questions and discuss the proposed acquisition prior to the client making binding offers to purchase. We negotiated with each property owner to obtain purchase agreements. We prepared suit packages on any unsuccessful parcels. We successfully negotiated for the majority of the parcels. This project was completed ahead of schedule and within budget. Lake Emma Road, Sanford – Seminole County Acquisition services performed for this project included project management, appraisal review, pre-negotiations, negotiations, closing assistance and suit preparation. At the request of our client, we made preliminary contacts with each property owner affected by the project. The purpose of these contacts was to deliver copies of real estate appraisals, right of way maps and construction plans, to answer questions and discuss the proposed acquisition prior to the client making binding offers to purchase. This project was completed on time and within budget. Saxon Boulevard, Deltona – Volusia County P.A.R.A.R.A. Services, Inc. was responsible for project management, title research, appraisal, appraisal review, negotiations, closing services, relocation assistance, suit preparation and property management for 50 fee, 2 temporary construction and 2 permanent easement parcels. We successfully negotiated for the majority of the parcels. This project was completed on time and within budget. Shingle Creek Mitigation Project – Orange County This project involved the voluntary acquisition of over 350 properties totaling over 550 acres for mitigation for the Orange County Convention Center. These parcels were approximately 1.25 acres in size, under individual ownership, and were purchased without the threat of eminent domain proceedings to satisfy mitigation requirements of the South Florida Water Management District. The parcels were primarily wooded residential tracts, and part of platted subdivisions. P.A.R.A.R.A. Services was responsible for project management, and negotiations as well as coordinating title and closing services. |
