PRESIDENT

Lola L. Hardman - Lola has 16 years of experience in the right of way field. She is the Real Estate Broker for P.A.R.A.R.A. Services, Inc. Her responsibilities include business promotion, staffing, projects management and negotiation activities. She is experienced in right of way acquisition projects involving road, pipeline, electric transmission and utility improvements.

OPERATIONS MANAGER

J.E. Hardman - Joe began his right of way career with the Florida Department of Transportation in 1971 and has 38 years experience in all areas of real estate/right of way services. As a principal of P.A.R.A.R.A. Services, he is responsible for administrative support, staffing and projects management. His experience includes projects involving road, pipeline, powerline, fiber optics and utility improvements. He is also experienced in oil and gas leasing. He is a licensed Florida Real Estate Sales Associate.

APPRAISAL MANAGER

Warren W. Heyman, MAI, Ph.D., has over 30 years experience in appraisal and appraisal review. His experience includes the positions of Senior Appraiser and Right of Way Administrator with the Florida Department of Transportation, and he has 15 years eminent domain appraisal experience in the private sector. Warren has been qualified as an expert witness in real estate matters and has testified in eminent domain proceedings in many of the Circuit Courts of the State of Florida.

Warren is the Chief Appraiser for P.A.R.A.R.A. Services, Inc. and is responsible for all aspects of real estate appraisal and appraisal review including the supervision of the appraisal staff and coordination of subcontractors. He is an MAI member of the Appraisal Institute and a Florida State-Certified General Real Estate Appraiser.

R/W COST ESTIMATE MANAGER

Ray Cotton – Ray is responsible for the preparation and coordination of right of way cost estimates. He has over 26 years of experience in cost estimating. His responsibilities include independent research, analysis, inspections, valuations and cost estimate preparation.
